Is a Pennsylvania landlord required to justify a rent increase?

Short answer

Pennsylvania has no statewide rent cap, so no justification is required. The landlord may raise rent by any amount with the proper advance notice. Rent control or stabilization ordinances in specific cities (where applicable in Pennsylvania) may impose justification.
