New Yorkยท Answer
Is a New York landlord required to justify a rent increase?
Short answer
Within the cap, New York does not require justification: any increase up to 10% (or the lower of 5% plus CPI) is permitted with the proper notice. Above the cap, the increase is void unless the unit is exempt. Local rent-control ordinances may impose pass-through or hardship justification.

Honest limits
This is an informational answer based on RPL 226-c (HSTPA 2019) as of early 2026. It is not legal advice. Housing law changes year to year and local ordinances (especially in rent-controlled or rent-stabilized cities) can override or add to state law. For contested cases, consult a New York-licensed attorney.
