Is a California landlord required to justify a rent increase?

Short answer

Within the cap, California does not require justification: any increase up to 10% (or the lower of 5% plus CPI) is permitted with the proper notice. Above the cap, the increase is void unless the unit is exempt. Local rent-control ordinances may impose pass-through or hardship justification.
